If I had to decide I would use the first build, if you want to be a little tanky and the second build for damage.

Btw just telling you the first powder you put on gets like 35% and the second one gets 35% from the left over 65% neutral damage and basically ends up making the last powder you put on have no damage at all.
    T2 earth
    T5 thunder
    T4 water
    T3 fire
    T4 air

Its not exact, so the one you want the least put on last. If you have, say, a water build otherwise you might not need water damage as much on the rainbow so put that last- otherwise any order is fine

because it gives 33% damage of EACH element.
A offensive rainbow build uses each element, so thats why there is a knucklebone in the build.

knucklebones isn't competitive UNLESS your weapon has literally every type of elemental damage BEFORE powders (see Freedom and Manablast) because you can get better damage without throwing 1 of every powder onto a weapon. Why spend 30 LE worth of powders on a weapon to do the same or less damage than another build using 1-2 element(s). Also if you have that much LE to blast on a weapon, you might as well save it for a mythic instead.
He used VI not... whatever that is. It is worth throwing all the water VI powders because they add more raw water damage to the weapon HOWEVER, don't throw all your powders on the weapon before testing other variants of powder combinations with wynndata, as your element % can influence your actual damage in the long run. You might have a really high (insert element) damage% in wynndata, but end up with a lower %roll in (insert element) than another element.

Also, you will never need 17/4 Mana Regen.

One last thing, if you have 2xMoon Pool, you have 2xMaster Hive items. Just saying
