EDIT 3: Before you start reading let me make things clear: This is just speculation and in no way am I implying that this is canon. Personally I don't believe in this speculation considering it is based off of little to no current knowledge.
EDIT 2: By no means is this a theory with facts, consider it speculation and me running with it with my tinfoil hat on. But I have been thinking about it for a while now and has got me thinking about what we know about Fruma. More importantly, the Queen.

From what we know about Fruma, we can assume that it is a totalitarian dictatorship where magic is reserved for the upper-class and royalty. Following that logic, we can assume that the amount of magical power must increase as one goes up the social hierarchy in terms of Fruman aristocracy correct? That must mean that the Queen is essentially a God as she must control the most power out of everyone right?

Well in theory yes, but it seems we've only experienced all bark and no bite when it comes to the Queen. Sure we have heard that the aristocracy is powerful and this must have come from humans who have seen royal family members use this magic, but what about the Queen herself? Has she herself used magic as an offensive weapon such as conjuring a fireball or any form of attack?

This lack of experience only leads me to speculate: Maybe the Queen of Fruma is no sorceress at all? That she possesses no magic, no power and certainly is no God among her people. In fact she could be an illusionist and a charlatan.

Let's look at what we know; the Queen is all powerful (allegedly) but this information has to have come from somewhere, we know that the aristocracy has "magical powers that are far in advance of our own (Villagers)" according to the book in Llevigar's library. This information has to have come from eyewitnesses, seeing the Queen use some form of magic. But this is what they have seen.

If the people of Fruma really believe the Queen to be a Goddess then they won't dare to question her authority or true power. And to prove this we need not look further than the movie 'Oz the Great and Powerful'.

For those who have not seen the film, It's the story of how the wizard in the Wizard Of Oz came to be. In one scene we see him in the Emerald city as a face in a cloud of smoke. He then claims to have "Shed his mortal shell" and have become the "Great and powerful" Wizard of Oz...

But what the audience know is that he is actually projecting his face from underneath the burning wreckage into the smoke, powered by machinery and is in fact not dead. Later he sets fireballs onto the witches seemingly coming from his mouth. But we know that they are fireworks set off by the munchkins, tinkers and quadlings.

So how does this link to the Queen faking her magic? Well if the people of the Emerald City believed Oz to be a true wizard after pulling a convoluted trick such as that. Then that does not stop the Queen from pulling a similar trick using unmagical objects such as what Oz has. Who knows? Maybe the Queen herself is just a professional con artist and illusionist.

Next point; the amnesia inducing borders. Now one major plothole in this theory is that when humans leave Fruma they loose their memories. But who says that the Queen doesn't use a magial object to do her casting, let alone saying that the Queen herself had anything to do with the memory wiping magic. Let's assume for argument's sake that the Queen used a magical item and not her own magic to cast a memory wipe curse on the humans. Why would she do this? Aren't people escaping Fruma because they are afraid of the Queen? Well to answer this we need to look at the Queen's psychology. If you're trying to create the image that you're an all powerful sorceress who can see all and know all, that's a pretty big image to uphold especially if it's built on lies. And especially if you're projecting that image to the world which is evident in Llevigar's Library due to the fact that the information on the Fruman monarchy's power being there is there in the first place. So if someone were to find out the truth that the Queen was just an ordinary human then the news would spread like wildfire. However in Fruma if anyone were to commit such blasphemy about the Queen, it would be a case of, "Off with their heads" indeed. But if they were to go to a land, a land where the Queen holds no influence, a land where the Kai Shi are not present to impose her will on the land, they could spread the truth and turn Wynn, Corkus and maybe Gavel against the Queen. And I don't know about you but fake magic or belief in someone else's magic isn't exactly good as saving provinces and dictators' heads.

But I hear you cry; "But Gem pretty much all of the recruits are fleeing Fruma to get away from the Queen and so were the Corkians!" Well you may know that, we may know that. But if the Queen can't see all then she can't know that people leaving Fruma are leaving to expose her. So she takes no chances and orders a curse of sorts to memory-wipe anyone who crosses the borders into Wynn or Corkus.

Next point: Why people cannot enter Fruma.
When you talk to the Imperial Guard of the Fruman door near Corkus, they imply that entry to Fruma is forbidden "under penalty of death". Seems pretty extreme for someone just wanting to take in the landscape at best. If the Queen does not want people entering or leaving, that it means that there is something in Fruma that needs to be contained. Enter the other Oz the Great and Powerful connotation.
At the end of the film, Theodora flees the Emerald city as the Wicked Witch of the West and so does Evanora (barely) leaving the only people in the city Oz, Glinda, and the others than helped him save Oz. Completing it on his own would have been impossible but he received help. Meaning people knew he was without magic. This included people who worked against him such as Evanora and Theodora. And in the end, the latter ended up believing that he was the "Great and Powerful Wizard of Oz".

Now I am not saying that the entire royal family and Fruman aristocracy is magicless, just the Queen, it would make sense for the vast majority of the royal family to hold a degree of magic. And this magical knowledge has to be known by some of the aristocracy in order to uphold the illusion that the Queen is the pinnacle of magical power. But this may just be her downfall.

Surely, following this logic, if only she knew she was magicless in a world of magic-wielding princes, princesses, lords and ladies she would be outed faster than you can say "Bloomi Confirmed" (whatever that means I was looking for a wynncraft related saying don't throw rocks at me). So she had to have had magical comrades helping her like a warlock (just like Oz). Knowing this, that does not mean that people are not working against her, people that either know she is a charlatan, or people who believe that she is omnipotent and wish to destroy her to free Fruma.

So how does this link to the ever so tight immigration laws? Well if people were to enter Fruma such as Mages and Scholars, they would explore every inch of the land in order to fully understand it. Meaning that they would certainly stumble upon the enemy factions to the Queen, and eventually find out her secret. Moreover mages who gain magical knowledge and experience from Wynn, Gavel, Corkus and the islands, would return to Fruma seeking knowledge on their origins, and with their newfound knowledge of magic, they would see the Queen for who she really is. So to prevent this she enforces tight border restrictions to not only protect herself from outsiders and her people from the truth, but to protect them from an enemy in Fruma that could conquer the provinces. After all the aristocracy is educated in magic "far in advance of our own", meaning that when put in practice, whoever is wielding it could take over the realms easily.

I do not know how she came to the throne in the first place, but I may make a theory post later on why she did.

Now to tackle some plot holes:

Question: "But the Corkians fled Fruma 350 years ago from the monarchy. If it was around then how is the Queen and her government around now without magic?"
A: This is where, again, I take from Oz the Great and Powerful, I believe that like the film the Queen came to power recently, and that the new government is her own and the one before was run by genuinely magical rulers.

Any more questions I am free to answer.

Edit: Sorry for the format of the text not exactly being easy on the eyes, I was wanting to get this written down as quick as I could in order to get it down. I will edit it in due time

Edit: Also I understand this is going off on a stretch, I do see this as a possibility but it is probably not true. Hence why it is a speculation.

Edit 2: Renaming this to speculation rather than a theory

Okay, this is basically a Game Theory: you're reading far too deeply into something without much actual evidence.

I've read through almost all of your massive wall of text, and mainly the issues are that you're going off of far too few facts.

Another issue (the most recent one i remember and the last of what i read) is the reasoning behind tight borders, which is something that we already know, leading me to be even more inclined to believe you didn't really research enough and just kept writing about this one particular idea. The reason for the closed borders is the corruption, pure and simple. You're trying to explain something that already has an explanation and use it as evidence, and that's just too much of a leap.

tl;dr this theory is way too much going off of way too little

For this giant wall of text there's a remarkably small amount of actual content.

I didn't read the entire post. But I don't disagree (or agree). However your final stance is that "by logic" - your theory would make sense. By the way cannon lore goes, logic doesn't need to be applied in Wynncraft

As mentioned though, some stuff youre theorizing about has been explained

Hence why this is a theory, I did mention that this is in no way canon. Hell I don't even expect it to be true. I'm simply suggesting a potential turnout for the Queen and delving into lore that I am interested in. Also you mention I use a small amount of facts, I am aware of that, there is little to no facts that are known about Fruma or it's monarch. I have made this conclusion based on the evidence I am aware of.

Also on a separate note; Where was it confirmed that the Queen has the borders closed in order to protect Fruma from the corruption? If you have a link to it on the wiki or can reference a quest where that is proven I'd like to take a look at it.

most people post theories because they believe them to be true, i just assumed this was a similar case
I can't remember the original source for the info, but it's also mentioned even on the Fruma wiki page, as well as on the timeline.

I know I'm sounding like a dick but please don't make theories you don't even think are true. The fact that "it's a theory" doesn't mean it can't be criticised.

It barely even matters if the queen is a magic user or not and closing the borders as protection from the corruption is by far the most logical conclusion. We were sent to Wynn to fight the corruption after all.

The whole "there's something that needs to be contained" thing doesn't make a whole lot of sense anyway. The reason they don't let you into Fruma is far more likely to be something along the lines of the aristocracy being oppressive and not letting anyone in or out to ensure their grip on the Fruman people.

It have taken a look at the wiki page and it does say that the corruption "disease" is a reason. Whilst this could be true it does not mean it is the only reason. (Or not)

I don't remember saying that this wasn't open to criticism because it was a theory, if you find problems with it fair enough. But this is just speculation, hence the lack of evidence.

I can edit it to 'speculation' instead of 'theory' if that's what you want.
