No Powders At Shrine

I was exploring the edges of Gavel today and discovered a cave at

X=-1327 Z=-4300

Inside the cave was a yellow shrine-like structure that was empty. After some online searching, I found this (https://forums.wynncraft.com/threads/gavel-powder-relic-locations.103726/) thread which said that it was a powder shrine. However, there is nothing spawning at the shrine. Is this a bug or am I just missing something?

 

Relics have been removed since the 1.17 update.

 

Thanks! Quick Question: How can you get high level powders now?

 

Loot chests mainly. Other, but less effective options are: grinding for lower tier powders in molten heights or something to combine into high tiers, and grinding Decrepit Sewers/ Undergrowth Ruins for tier 1 and tier 4 powders respectively.
