the build is eh but

royal stormy is always better than lapis neck

I mean royal stormy doesnt have any downsides unlike lapis neck and royal stormy also has int and water dmg which is nice

balanced
paper nuke that moves about a kpjillion mph (don't use this unless you're good at dodging)
sorta glass cannon

for the first and last one it has ok mr, idk how you can't manage 5/4 or 6/4 especially with decently high intel
