What's The Point Of Hpr %?

    So currently, hpr % modifies the base of the player.

    However, it is currently useless, as the base regen of the player is extremely weak, and doesn't really do anything at all.

    My question is, is hpr % going to be changed to be more useful in the future, perhaps by modifying the raw hpr the player has? Or was it always intended to only modify the base hpr of the player?
