How Close In Level Do You Have To Be To Get Items?

So, I'm trying to get this specific item from those chests that aren't affected by mobs and base on player level instead. I'm 3 levels over the item's requirement. Am I close enough to get that item from loot chests?

 

Yes you are. However, the closer you are to the level the better the odss of finding it are.
I think that being around 7 levels higher than the item makes it nearly impossible to find in loot chests.
