Powder Stuff... Help

So in Chapter 2 of the Powder manual it says if u combine 2 of tier 4+ powders onto an item it will get a skill or something like that... anyways, what if u did 2 different tier 4+ powders on an item? will the "skills" combine for all i know, 2 trier 4+ fire powder does "Courage" ut what if its Fire and Air? then what?
