This is not considered scamming. Do not quote rules where they do not apply
The seller is fully aware of the price and offering lower is just underpricing and 60 le isn't even considered a low enough bid to be called scamming even if he were a new player.
Scamming would be if he offered/ pleaded as normal price at least half or less from the usual price to a unsuspecting player.

This is what I was talking about Salkasm the rules need to be clearer for people to understand.

And those scamming rules mostly just apply on mythics. A white horse does not have enough raw value since you can breed one for cheap. It's just an average price set by those who breed as breeding can warry from 5 to 100 le.

Offering severely low for either a mythic or a white horse (10 le) is what a underprice scam is.(only if the seller is not aware of the actual price, you can offer whatever you want if it's not deemed as a trick or persuasion) Legendaries have to low of a value to be considered into the category of underprice scam and collectables and non obtainable items can only be bidded in auctions since they have no actual price nor can they have one.
