Jera Rarity?

Ok, so I’ve seen Jeras being sold for usually a few LE. I get that it has really good xp and loot bonus. However, is that because people only sell it when they get good rolls on the Jera, or is it just really good in general? And if it’s really good in general, then why is it only a rare? Does it’s value make it more rare than other, well, rares?

 

Usually people buy high roll jeras only. It is good in general for finding loot and levelling up though. It's value doesn't decrease the chance of it being found. In fact, it would make it more common in general, as they are kept once found, rather than being deleted with the item buyer

 

Ok. Thank you! I know some good loot chests around the Jera level and was thinking of grinding them to sell Jeras. I guess I could still just hope for rng on the Jeras after grinding them out.
P.S. How high should the loot bonus/xp bonus be if I want people to actually buy the Jera?
