Does Spell Damage Scale with Attack Speed?

in depth explanation of question and the problem it poses if it is false:

Throughout my recent playthrough, I have noticed that as attack speed increases, the base damage of the weapon decreases, which obviously makes sense, as the DPS is still similar (or intended to be). However, what I have noticed is that an increase in attack speed does absolutely nothing to help with the use of spells, which, for almost all players (minus some specific late game builds), is the majority of their damage. If spell damage is based on raw base damage alone, (with other % modifiers added on later), this wouldn't make much sense, because then there would be no reason to use weapons with higher attack speed. For instance, say I have two weapons, one with 1000 damage and super slow speed, and one with 175 damage and super fast speed, and for the sake of time, say that their melee dps is the same. However, if I use a spell with the 1000 damage weapon, will it do 5.7 times more damage than the fast attack speed weapon? (if so, that makes absolutely no sense from a gameplay perspective, but this post is merely to ask if this is how it works, not pose a better solution).

    tl;dr

As attack speed increases, base damage decreases; so does that mean that using spells with higher attack speed weapons is inherently inferior to using them with slow attack speeds?

Spell damage does scale with attack speed. I don't know the exact amount, but the attack speed works as a multiplier to the spell damage to ensure a weapon with higher attack speed and lower base damage still has usable spell damage.
