Unfortunately there's a strict no refund policy so no. I'd recommend changing your drop key to something you won't accidentally press to avoid it happening again.

For the future, I'd recommend directly going into your inventory, clicking the item that needs to be dropped, and clicking outside the inventory menu to drop it. That way, if you click the wrong thing, you can just put it back before the drop is set in stone. Also, it might be worth changing your drop key to "Delete" or something far away from your movement keys to avoid accidentally dropping something.

As for your horse, you'll have to either buy a 1/30 chestnut off the market or breed one yourself. This averages around 10-20 LE, but breeding prices vary more. Then, with the 1/30 horse, you'll need to run Corrupted Decrepit Sewers 3 times (and win it) to get the Witherhead Ribs needed to convert the horse to 1/35. Be aware that if your horse is higher than 1/30 before conversion all of its training will be removed and the horse will go back to 1/35.
