    It brings up a sign to type in "yes" but never works.

    Guilds are glitched, and guild wars probably won't work the majority of the times you try to start them. They do still work every now and again, but you'll find a lot more won't work than the ones that do. There's not a lot that can be done about this at the moment, sadly.

    Depending were you plan on attacking it will definitely glitch out. Such are the lands near Llevigar (which nobody owns). Other than that it can occur randomly as wars are still a bit glitchy as @Rexshell said.
