Theory About Nemract And Almuj

I have a theory about Nemract and Almuj, it is based on information from the Mercenary quest, and from some other sources. It seems to me that Nemract is a Almuj's satellite. First, once Ba'al betrayed Nemract, it means, in the Nemract, or according to my theory in Almuj there is someone above Ba'al. Well, do it yourself, the ruler can not betray his state, the only way is to fold his duties without appointing a receiver. In addition, Ba'al wanted to capture the original Almuj. Nemract has no army of its own, or at least guards, but Almuj has it. And besides, Seaskipper Capitan says that Nemract gets a lot of money from the trade, as it is the largest port in Wynn and Gavel. But in the bank of Nemract not so much emeralds, although he must be VERY rich! And Almuj has the opposite situation: they have more money than in all Wynn, but there are no obvious ways to earn money. They are a dead-end branch. Perhaps Nemract sends the proceeds to Almuj, which is an additional confirmation of my theory. Uh, a refutation (sorta)- Nemract has existed for over a thousand years (although it is unknown when the current iteration of the town was created). Almuj has existed for just over 100 years.
It's possible that the wealth is funneled to Detlas (which is described as the trading hub of Wynn), although that does not explain Almuj's wealth.

Detlas is much poorer than Almuj.I'm not saying that Nemract was immediately founded as a satellite, but it could be captured before or after the fall of the ancient Nemract. The new Nemract looks very poor, there are no walls, the houses seem to be dirty, and the outskirts look quite poor.In Nemract there is no division into castes, as in Almuj.
