Boats are glitched in 1.9+, cause the server is still on 1.8. It would be the best for you to play on the latest 1.8 version (I think it's 1.8.9)

No seriously, all the passes are cheap and buying a boat is a lot more glitchy and time consuming.

 

Maybe the costs aren't a problem to you, but to lower levelled players with little money it can be helpful to buy a boat

Seaskipper = ~20e per trip * ~20 at the point of the game when you actually may care about 20e = ~6.25 EB

Not a lot of money but it is not always stupid to use a boat. Only 99% of the time.
