Mana steal does matter. Lament, like most mythics, isn't your average water wand. Lament is meant to rely on spells to deal damage, but with your melees you can exchange health for mana. There's also the thing that meteor's second hit triggers stealing effects, apparently.

Yes but I really doubt that the meteor's second hit is supposed to trigger stealing effects, probably a bug that will get fixed

It is the only kind of mr on any mythic wand anyways.
