Is The "a Marauders Dues" Quest Bugged?

I get the message that says something like i could blow you away with a fancy air spell or something along those lines. Do i need a specific item to enter the area?

You need to start the quest by talking to Norsten at
X: 437 Y: 77 Z: -5066

 

Nope, its just the strange wizard guy acting all threatening. As long as you're following your quest book you'll be fine.

Where are you entering from? There should be a ruined gate followed by a path to the tower.

I am trying to enter across from the giant door thingy with minotaurs infront but get the message stated above. Tried going around and found a black cave but it didn't teleport me.

 

thats not the entrance
theres some ruined gate nearby
its fairly small
