    That town is very well build but... somthing seems odd...
    we can see all types of shops, univeritys etc. and a bunch of villagers but...
    no houses.... no apartments no nothing... what? does everyone live in the streets?
    or am i just dumb and i cant see the houses... or is Llevigar not a city were... villagers live... and they just go there to do stuff...

    Did you not notice the prison? That's where everyone lives. Remember that the houses are empty of inhabitants, but the prison is full of inmates!

    We got a city like that in Israel, Eilat has the entire tourist area, hotels, shops and restaurants on the flat area near the sea and the city itself is higher on a nearby mountain
