I think it was meant to be secondary boots, So you can like put them on and off when fighting a player/a mob that does earth damage.
As an endgame option- They're not so good.

Literally its only negative is the water defense, you're aware? No -speed, no -spell damage, nothing? Literally all positives until you get to the massive -water defense?

 

Does that mean it has 0 bad things about it at all?

 

The greek hero Achilles was an invulnerable Hero. He was the son of a nymph and a human. His mother, to make him invulnerable put him into an oven to burn the humanity out of him, but before she could put him in completely, she was stopped by her husband who thought she was trying to kill the child. Because he wasn't completely in the oven yet and was still held by the heel only his heel stood human and by that it was his biggest weakness. He was later killed by his half brother (??? greek mythology relationships are hard. I don't remember everything from latin classes...) Paris by putting an arrow to his knee er.. heel.
So this is probably supposed to be a completely good thing with one tiny but fatal flaw, like Achilles' heel. Its also probably a pair of boots because achilles' flaw also was on his foot. And I have two theories as to why water was chosen as a flaw:

1. Because water puts out fire and many of his immortality stories were about him getting put in fire.
2. Because there is also a version of the story where he got his immortality by being put in water and being held by the heel. (It btw again was his father who thought his mother was trying to drown him.. they had to have had a very f'ed up relationship...)
