Depends on raw spell, int and elemental defense% too.

But i'd say..
3 mana 1-5 le
4 mana 5-32 le

3mr hardly sells, it has to have good spell dam
4mr, its rarely going as high as 32LE, except if max/close to max spell damage
otherwise pc is ok ;)
