Preferred Level To Do Toa At?

So I was lurking through the forums one day, and I saw a staff member (Don't remember who, sorry) comment that quests have a minimum level, and expected level to be completed. He/She stated the example ToA, and how the minimum level you can complete it at is 40, but you only get about 1 level from doing so at level 40. They then stated that the closer you are to the 'expected level' of the quest, the more XP you'd get from it. So if anyone has any idea, what is the most beneficial level to finish ToA at?

75. Too much lower and you waste XP, too much higher and it isn't worth it
