    Welcome to the two-years-late club. This exists precisely because you're not supposed to be able to do it at 40, and even if you manage to they don't want you getting 15 levels from 1 quest.

    You are meant to only get 1 level if you finish ToA under level 70, this is to prevent people using alt class or being carried to get stupid amount of xp and levels in an instant, also if you took the time to look 4 comments above you I don't have to waste my time typing exposition on this again
