How To Obtain Stalactite ?

So I need Stalactite for a build i'm trying to do ... I've noticed they have fixed values and they are not untradable ... where can I find/obtain them?

I think you just get them from grinding in a level 96 zone. (Not sure).

 

I was thinking the same until I saw this:


the values are fixed, not like from XX% to YY% ... so it's something you don't identify but that you get already like this .... :/

 

Aren't there some weapons/armors that are set ids but you still have to identify them?

Does the Rodoroc Armor merchant sell them? It's probably either him or the one in Ahmsord I think.
