Assassin/Ninja Help Neutral Sd Mr Build

I have 2 sliders, 1 air & 1 neutral

Id like a build that isn't too glass cannon & good spell dmg(% and/or raw) & decent-> high mr
a little bit of speed would also be nice

15 dex and then put on finesse then get to 40 dex and put on soul signal and then put the rest you need (if you need any) 66 intell (then put on moon pool) and put the rest in agi
