    Basically what I upgraded from VIP+ > Hero Rank but i didnt get the 2 xp Bomb, 2 Item Bombs or the 5 Crates Please help me.

    In this case, it wasn't the first rank you bought, as you already had VIP+, so they won't be awarded

    because otherwise you could buy vip and then upgrade to vip+ and then hero to get the reward 3 times
