Mage/Dark Wizard Help Build Advice

I'm a mage and I need build advice.. ;-;

The problem is I like to grind, so I need grinding gear, but I also need speed because I dislike horses, and I really want mana regen.

Is it possible to create a build to get all three of those down?

I'm poor by the way, and I'm level 91, soon to be level 92. I only have about 5 le to spend out of 24.

EDIT: I will not complete The Hive or TOA.
