Mmm if you have absolutely horrible raw defense total even with gambler's raw defense, yes.

 

Gamblers have lots of raw ele defense. Negative % defense takes raw defense from where it is, towards zero, and over it if it is "worse" than -100%.

Therefore it depends on your total negative raw elemental defense if gamblers are worth it.

The same works the other way around with positive % ele defense, so if your raw defense is negative, positive % will make it even worse.

Heartache's power was due to a mistake. That water damage was supposed to be subtracted from the neutral damage it had, so it'll be fixed next update. This is only just now being reported and I'm surprised that both me and Salted missed it given how closely he was scrutinizing that first batch of items.

 

Oh that makes sense, as it soundly beats both Idle and tide as of now XD
