    You can hit the NPCS in cutscenes, they will only move with spells of powders, but meleeing them charges your powder special

    Yes spells work on them
    I air powdered them then bomb arrows to kingdom come

    Yes, that's unfortunately not fixable, at least not now. So just avoid spamming spells and it should be good :)
