I would like a Memento with 4/4 mana regen, and at least 100 raw spell dam.

They could also be Scorpios, which I'm not sure I'd want.

88-92 boots will never be memento. Memento will show up as lvl 92-96 boots.

I disagree, they have different identification costs, indicating they are different boots, thus Memento and Scorpio unless there are other legendary boots for level 92

92 Memento 6 [K] - 4/4s Mana regen, 184 raw spell dam

88-92 will only yield 88-91 lvl items, thats a hidden mechanism ingame, simularly, 92-96 will only yield 92-95 lvl items

It does make sense in my opinion, level 88-92 has items from that range
