Buying Horse

I was wanting to buy a horse but I do not know how and how much it costs, I have about 700 emeralds which turns to 11 eb I think can somebody sell me a horse for 11eb?

 

Horses are sold from a seller at 24 eb in Ternaves (You have to complete a quest for it, and you'll get a free horse too) You need to be level 34 for it (Its called stable story)

 

as @colin7arn said, you buy horses at for 24eb in ternaves as a brown horse, you can then combine them to have a chance to get a higher tier horse that will be better, i'd recommand not breeding though, you can lose a lot of money from that, also here are basic prices of horses currently on the market :
brown : 24EB (obviously I guess?)
Black : 2-3LE (most 2LE for 1/20 3LE for 20/20)
Chestnut : 15-20LE 15 is 1/30 20is 30/30, 30/30 also go for 18 from times to times
White : white only sell 70-80-90LE nowadays, some people try to sell them for higher but too many people sell for less
