How Do Powder Relics Work?

I've been playing Wynncraft on and off, for quite a while, but I've avoided the whole powder thing until now. I'm starting to understand how powders and masters and all that stuff work, but I don't quite understand the relics. I've gone to a variety of different relics, tier 5, tier 4, tier 2, etc. But they all give tier 2 powder, no matter what (And sometimes tier 1). I thought it might be an issue of "go in chronological order", like get tier 1 and 2 before you can get 4, but that doesn't yield anything higher than 2 either. This could be a bug, but I think I'm just missing something (I know they did do some powder rework thing somewhat recently). Any information would be of use, thanks.

 

It's not a bug, the true of the relic is the highest level powder you can get, and better relics = better chances at better powders
