So the other day there was an hidden patch, salted din't maded a thread but pretzule tell us by discord.
Changelog as pretzule said...

There was a small patch that happened ealier today. The assassin vanish mini-charge no longer causes fall damage. Potions will now spawn in loot chests and from mobs, this does not change how other items (legendaries) spawn in. The shop merchant GUI has also been changed for 1.9+. http://puu.sh/tnYXB.png

Btw mana potions spawn T2+ chest, skill points potion t3+ chest and mobs only drop health potion
