Merchants On The Mesa Plateau?

I have this vague memory of finding merchants while doing the Canyon Condor quest... now I'm doing the quest again and I can't find them. Are they still there?
On a side note: while exploring the plateau's I found the leggings relic

 

never seen any merchants on mesa plateus

 

There is an Armor merchant that sells outlaw armor on a lumberjack village on one of the plateaus.

 

I believe the outlaw armor merchant was removed, as mobs in the mesa drop the set now. You also end up in the building where the merchant used to be when exiting the Sunrise Canyon boss altar.

all set armor merchs have been removed, with like the exceptino of the black market, which only sells the black cap
all set armors (with the exception of quest obtained and wynnter stuff and easter egg ones) are obatinable in their respective regions

 

Isn't the set armor merchant in Bremminglar sell tribal armor set?
