When the quest for Santa's pants is deleted the day you got the level requirement... Yeah... It's what happened for me...

 

I really hate it when developers make something that is limited, and it ends up making the newer completionists, such as I, who weren't there when it existed, ineligible to complete it...

Before it was deleted from the quest book, the craftmas quest that you said was deleted on the day you hit its level had already been patched to become unplayable. So you weren't really that unlucky.
