No, the Province of Fruma has been described as the populous homeland of the human race in Wynncraft, led by powerful magic wielding monarchs.
The people of Corkus are said to be industrial buffs and have created a Steampunk Civilization

I just want to say that the guy is an engineer.

 

Well, there could be a quest where you have to prove yourself to the Corkians, Avos by helping them with things, and maybe you can access Corkus after as you are now trusted? That's a possibility. BTW this engineer isn't new, it was found in August.

Well based on that... In theory you'll probably get access to Corkus through a certain quest I assume?
This NPC was found many times before, But I think that you're one of the first people to actually point this out, Good job!

*Edit - He might be from Fruma, But considering there's no confirmation for Fruma coming out anytime soon, And also the fact that he was added a very long time ago, It'll probably make sense for him to be from Corkus, He's an Engineer and as we all know Corkus is advanced & punky style.

But actually, it's speculated that the engineer is from Fruma. And though it is invite only, the character is technically from Fruma, so I think they will let you in.

 

It makes more sense that he's from Fruma. Just because Corkus is steampunk, doesn't mean it's impossible for other provinces to have engineers.

Corkus being invite-only is the exact opposite of what they would want; they're trying to become a Province like the others, not a secret club.

 

No i found this in agust but today i went on selchar and when i realized that he says "Invite Only" i decided to post on forums. I can't belive people call me silly when some most of comments here are so stupid...

 

According to Grian's Corkus stream, both Corkus and Fruma are base on mechanical electromagic aka electricity and technology. This is because the monarch of Fruma is keeping real magic away from the Fruma citizens to control them, and Corkus people escape Fruma along with the technology, and further develop it in their own way.
You can find similar description in the llevigar library about Corkus and Fruma

 

Which means there will be a quest in which u will prove that u r worthy to visit corkus AND get an invitation as a reward from that quest.

 

This isn't even about something from the corkus update.

They are probely big on open borders then... god how i hate AI asking for open borders in Civilization 6

 

It's obviously related to a future quest because the corkus delegate said that corkus isn't going to be open to visitors because there was something wrong with the mechanics so my theory is that the engineer will want you to go to corkus and fix the problem and you will then have access to it because once you fix it they might consider you as a member of corkus.
