The Frumans have the issue of the Corkians escaping their province, (brainwashes), and the Corkians have the problem of the Indians on their island. They also are afraid of the Frumans in that they might convict the escapees.

Well we also have actual proof of what Fruma is dealing with, cultists, dark warriors, maybe to an extent that it's just those that deal with dark magic and the effects among the people

 

Since the lands are already called provinces, so it would make sense for the group to be a country. And sometimes provinces can have more of a certain race

I heard Dern is more of a realm instead of a province

 

province in wynns case are used to refer to countries.
