    The level 64 quest called "The Headless Hunt" isnt anywhere to be found, and i was wondering if it is gone or broken, cuz the coords in the book are wrong and he isnt there.

    Ask for help in the Planning Parlour.
    I hated that boss, I killed him 3 times, but forgot to exit through the teleporting portal, so I ended up waiting to level 80 to do that quest.
