Do the quest "Stable Story"
You'll get one free horse, as well as access to a merchant to buy more for 24eb each to breed for higher tiers

 

at ternaves, there is a horse merchant

 

You have to be level 34 and complete the quest "Stable Story" in order to get access to horses. Upon completing the quest, you will receive a brown horse, and if you wish to breed them you can buy more of them from the horse merchant for 24 EB each.

A word of advice: Don't breed until you have a lot of emeralds. Breeding is a gamble and it may take you 20 tries to get a black horse.

 

when do I get the stable story quest

 

There's a level 34 quest in Ternaves called "Stable Story," I believe...(IDK anymore) you have to bring 10 (?) wheat to the quest master and he'll reward you with a brown horse.
If you do not want that, I believe you can buy a brown horse (from the same location, behind the quest master) from a horse merchant for 24EBs.

As you can see, there is a horse icon there, and a quest icon!

You must do the quest Stable Story, which is level 34! Then you can buy a horse for 24 Emerald Blocks!
