Empire Builder/powders Question

I just got the 'Empire Builder' and I am really excited to use it. However, I was wondering:

1. If I put 2 powders (lvl 4+) of 4 of the elements on it, will I get all 4 of their specials?
2. Would it be recommended to just use lvl 4 powders? or grind to upgrade to lvl 6 powders?

You only get the Special that was activated first

IMO Empire Builder isn't that great of a wand, if you put all T6 of one powder type on it, then sure it's pretty good for the one element
But at the same time that's a lot of powders
