Black Market - Letvus Airbase Bug?

When you enter the black market underneath Letvus Airbase for the quest Acquiring Credentials, there are many merchants selling oddities.

Last I checked (when I was leveling my warrior), the items being sold were actual, unique items. I just did the quest on my assassin and the items being sold are... bugged?

and all the other merchants are like this as well. Is this a bug or just an update to the black market?
