I Wonder How Multiple High-tier Powder Work

I got a wand with 8 slots yesterday
I know that if I add at least 2 same high-tier powder to it, I can use some elemental skills by this wand
But what will happen if I add 2 high-tier powder for each different elements?
For example, 2 earth+ 2 air+ 2 water+ 2 fire, all tier 4

 

It will get the first elemental skill it was applied to. If I put a thunder powder, then an earth powder, then a water powder, and then another earth powder, it will get the earth special, since it was the first one with two.

 

Empire builder, uh?
A lot of people got really hyped about this item, but I actually never seen it in action.

The biggest aspect of it is the massive amount of powder slots, so If you get a bunch of high-tier powders and cram them all on here, it can be a rainbow wand or have very high damage in one/two elements, much more damage than any other wands around the level.
