Assassin/Ninja Help Suggestions For Endgame Storm Ninja?

So, I've been planning out my endgame build for a walkspeed Ninja for quite some time, and I've run into a roadblock of sorts. My currently planned build is:
Helmet: Bottled Sky
Chestplate: Angel Robe/Booster Plate (If I can find one with good Walkspeed)/Qira Chestplate (Forgot the name of it, but this sacrifices my chance to get the dagger).
Leggings: Electric Wind/Leictreach Makani
Boots: Wind Mimic
Ring #1: Uriel
Ring #2: Kaze
Bracelet: Contrail
Necklace: Royal Cyclone Amulet
Weapon: Chakram/Slider/Archangel
Skill Points: 0/79/41/0/80

The main problem I have here is with my skill points. My OCD tells me to have 80 dexterity and agility and 40 intelligence, however I've been told you need 41 intelligence to get the next level of spell cost reduction, which I need as I don't have the highest mana regen so I can't afford to spend all my mana in a short amount of time.

I'd appreciate it if I could get some advice on how to have high agility, intelligence and dexterity without sacrificing too much to get high walkspeed, or even if there's better items I could use for my build.

 

I think Blur has better DPS then Chakram and the + tier attack speed doesn't affect spells anymore, so Blur might be better.

 

I just looked Blur up and OH MY GOD IT'S SO POWERFUL AND PERFECT FOR MY BUILD!

Replace Uriel w/ raging wind
Maybe replace Liektriech with Air Sanctuary or Thunder Sanctuary
Don't use slider; it gives -30 dexterity
Replace Kaze with Concentration
Maybe replace Contrail with Follow the Wind
Replace royal cyclone amulet with errant
Replace Wind Mimic with Flashstep
You only have 198 skill points unless you want to grind to level 101

My Uriel and Kaze both have really good walk speed, and for the small amount of mana regen Concentration gives, I'd rather save it for a good walkspeed ring instead. My Wind Mimic basically has the same walkspeed as flashstep with better health. I probably won't use Slider if it has the negative dexterity, and I'll probably use Air Sanctuary once I get it. I'll definitely use Follow the Wind once I get one, and Royal Cyclone Amulet is entirely boons while Errant has 1 extra walk speed with some negative effects.

Considering all the work I put into Wynncraft to get the double trouble hive items, only to have Wynncraft go "PSYCHE!!!" and rip them away from me, then later once I'd recovered and Wynncraft had gained my trust back for it to go "2X DOUBLE PSYCHE COMBO FUCKER!" and take away my rings, I'm still rather annoyed.

 

idk if it's just me but blur seems weaker than a good id Roulette

What I'd suggest

Cumulonibus
Boreal Patterned Chestplate (Hive one)
Vaward or whatever else you think works
Capricorn/Wind Mimic/Memento
2x Raging Wind
Contrail
Royal Cyclone

My Weathered build, as you don't need such high AGI you can put more points into dex for more damage

 

If you used Roulette alone and Blur alone it could seem close but blur is still better. First off having multi element damage is far better than one as you will have a lower chance of an enemy having defence against both elements.

Blur also has much more consistant damage and base damage. Base damage is important because % elemental will multiply a higher base more.

Let's say you have a max thunder damage roulette (455% I think) roulette does 0-33 thunder damage 33x5.55=179.8 round that to 180 Now Of you have 100% thunder damage onto that it would add another 33 thunder damage. So 213 compare this to blur having 50-95 thunder damage. Now give that 100% thunder damage and you get 180 just like that. Well also having air damage which items like Ventus tail, Leictreach Makani, and even hive plate give very good damage boosts in both elements
