I'm a level 100 assassin needing a speed build. Having good loot bonus would be good too. I'm poor with 23 le.

Step 3: Type in Walk Speed

The items you need are all there :) If you're smart about it, you can easily get a full build under 25 le. You won't be able to get extremely good ID's on the items though, but that should be expected with such a limited budget.

Also @YYGAMER is 100% right, slider is the weapon of choice if you're going for cheap speed. (It's practically free)
