does vip+ still get the skeleton horse skin and the bombs when you buy vip+

I don't think you get either anymore, the bombs are cheap on the store though and you can get the horse cloak from crates

Before the store update, the ranks received all of the cosmetics. (I upgraded my rank right before the update and I received everything.)

However, due to the addition of crates, they removed those original cosmetics since all of them were now obtainable through the daily crate system. You can get a skeleton horse cloak that way, but it may take a while since it's an Epic tier reward.

I'm also pretty sure the bombs got removed as well. Those... well, the only way to get those back is to buy them in the store.
