    7/4 is max mana regen on a legendary chestplate and that is a high level legendary chestplate i really doubt theres that many

    Depends. Also, your "high level" argument is useless since people grind less in the low levels and more in the high levels, so you would probably be able to buy a high level legendary more quickly than low level ones in the trade market.
