Item Stats

I was wondering about item stats such as when it says +1 or +1% or +1* or +1** could someone respond to me what the symbols like * at the end of item stats mean ?

 

From what I know,
Nothing = Bad stat
* = Decent stat
** = Great stat
*** = Perfect Stat

 

I'm not sure, but I think its "quality" of that stat (do *** means one of jest possible options and no * means not too good).

 

Selvut has said it is a very high percentage result. It is something like out of a hundred, 90-95 *, 96-99 **, 100 ***.
That is approximate. The point is no star doesn't mean bad, it just means average.
Because of the ranges somethings have, you may see the same number, but different *'s. For instance, an item could have 1/4 to 2/4 mana regen. It might take 96 out of 100 to get 2/4. So you could have 2/4 with **, or ***.
