    I don't know why but acquiring credentials isn't working, whenever i try talking to the man under the black bird in he just says stay away i don't want anymore trouble and i haven't spoken to him yet and my quest book still says look around, please help, i don't know why this is happening. does anyone have any suggestions???

    never mind, i just went up to the guard and my quest book up updated, i guess it was a late delay
