For all the standard Wynn dungeons, their respective key guardians spawn around the level area of the dungeon. This makes perfect sense - they're protecting the valuable keys from any player who wishes to challenge the dungeon nearby.

Yet, for the corrupted counterparts, the key guardians spawn in Gavel.
    What?
    Why?
    How did they get there?
What relation does that area have with this dungeon at all, excluding similar level ranges?
How do they even have a version of a key from a dungeon across the entire ocean?

I like the Nii runes, you need to scavenge and collect some to get into the hard dungeons. But I think it would just make more logical sense of you combined them with a normal key (and maybe something else too- emeralds, another item?)

They are supposed to spawn at areas at their level, just so happens that the highest area in Wynn is much much lower than the highest area in gavel.

As you exactly said, Key Guardians spawn in areas that is their level range, Wynn has no lvl 70 areas from what I know of for Decrepit Sewers Guardian (Maybe Dernel Jungle) And there's most certainly no lvl 74 area in Wynn.

I'm not saying put them in Wynn, I'm saying they don't make sense in Gavel. A completely different system might be better, like using the normal keys. IDK

Because it'd be totally fun to let level 9s into a lvl 70 dungeon?

I guess it's probably up to each person to judge for themselves, I just figured that the ocean was it's own territory but hey, it's not a big deal anyways.
My geography grade wasn't that good anyways :P

Back to the main topic, in case no lore/story already exists about the items, it would be fun if someone made one up!
Maybe it would add more sense as to where the Corrupted Keys and Nii Runes came from or how they they got to Gavel in the first place?

But then it would be amazinglely easy to farm corrupted keys and get the OP dungeon items.

You find runes much more than you find keys, I had enough runes without farming to make six keys.

So when I was working on dungeons, even though I wasn't certain about everything just yet, I knew something for sure: Dungeons need to complement the gameplay, and not replace it. If we were to make it so the guardians only spawn in one specific area, we'd be punishing the player for exploring instead of camping that one spot. As for corrupted keys, the first idea was to make it require Runes + Normal key, but we quickly realised that we'd be forcing level 70s to grind in level 10 areas.

And funny story, I got the guardian idea from watching my SO play Wynncraft. For some odd reasons, she spent all of her time in the sheep pen in front of Detlas, waiting for the pink sheep to spawn and killing it for its wool. I realised that it's much more fun to hunt one specific relatively rare mob which will always drop something, instead of grinding mobs hoping to get a rare drop.

It ended up being the best solution so we replicated it on a larger scale. That way, people can explore, grind, do quests and yet still get rewarded with a guardian every so often. Knowing that, it might make more sense to you as to why they can spawn pretty much anywhere close to their level range. Lore-wise, it can be a little weird, but I think it's worth it.

How about lore is that the key guardians are people that died trying to finish the dungeon, and they wander around holding the key to it...? I do agree with salted though, it is good gameplay-wise but the lore is still kind of weird.... :P

Edit: Okay, that makes more sense. I didn't think about it that way.
