    Explanation:
    Infested pit is known for the webs, and how they slow you down. It used to be possible to get completely stuck and die.

    Markedfordeath is comparing that to the American Congress, saying that bills go through really slowly, and good ones die anfd are never passed. It is a social commentary on the American system of government. Now, since we have the CORRUPTED Infested Pit, this applies even more. Not only is Congress slow, it is also corrupt.
