    I dunno, maybe it is a new part of the revambed stable story quest, because the whole quest was redone, I don't really know though, I am probably right.

    After you started the quest with the starter NPC there is a stair to the right
    Go down and thru the tunnel
    You will have to fight a boss and it would drop the key
