    So the ??? quest gives a set of armor do we know the max and min of the stats on the armor?

    Math is a wonderous thing.

    If you have 154% XP bonus, you are wearing other items that increase XP bonus. We are strictly referring to the armor.

    Selvut gave the average, which is 19. It doesn't mean you can only get 19, just that half the sum of the worst and best xp bonus you can get is 19.
